Lotteries Committee

The Returned & Services League of Australia (Queensland Branch) (RSL (Qld)) Lotteries Committee is appointed by the Board of RSL (Qld) and consists of as many Committee members as the Board considers appropriate, including one or more Directors from the Board and the General Manager Lotteries. The Chair of the Board, CEO and CFO are ex-officio members of the Committee.

To enhance the Board’s access to relevant skills and experience, the Committee may seek (with Board approval) outside expertise.   RSL Qld is currently seeking to appoint an external member to the Committee.

The purpose of the Lotteries Committee is to provide advice and recommendations to the Board on all matters relating to the Lotteries business of RSL (Qld).

The primary responsibility of the Committee is to maximise the performance of RSL (Qld)’s Lotteries business, thereby raising funds for the provision of welfare services provided to veterans, ex-service men and women and their dependants and the fulfilment of the Objects as set out in the RSL (Qld) Constitution.

The Committee’s broad responsibilities are to:

    1. review audit results and have oversight of statutory compliance with relevant gaming acts
    2. monitor financial performance
    3. identify business growth opportunities
    4. identify business improvement opportunities
    5. identify and monitor risks related to the Lotteries business

In fulfilling these responsibilities, the Committee aims to:

  1. provide advice on the strategic direction of the Lotteries business
  2. provide advice on capital acquisitions and planning of the Lotteries business
  3. assist RSL (Qld) to maximise the financial performance of the Lotteries business
  4. provide oversight on statutory requirements of the Lotteries business
  5. provide oversight on risks related to the Lotteries business


  1. Independent Committee Members: Qualifications & Attributes

Ideally, the new Committee member will have board or executive experience in a commercial organisation servicing a large-scale consumer market.  The committee member will have played a significant role in enabling the organisation to achieve large-scale growth, through participation in strategy development as well as guiding the organisation through change.

While not essential, a background including demonstrable success in the areas of ecommerce, customer acquisition or retention and experience in the gaming industry will be viewed favourably.

The independent Committee member should also have appropriate skills and experience in the areas of governance and risk management Qualifications may be in finance, business, marketing and/or governance.  

Members of the Lotteries Committee should have, or be willing to develop, a good understanding of RSL (Qld)’s Lotteries business processes and procedures and the industry sector as a whole.  

Members of the Lotteries Committee should:

  • Understand the social, political, ethical, economic and legal framework within which the Lotteries business operates.
  • Be aware of RSL (Qld)'s organisational structure and policies.
  • Understand the operations of RSL (Qld), its strategic plans and risk control methods.
  • Be objective in spirit and judgement, willing to ask the right questions, obtain the necessary facts and act accordingly.

The independent Committee member must be free of any business or other relationships which could materially interfere with the exercise of independent judgement as a Lotteries Committee member. 

The Committee meets at least four times each year at face to face meetings.

The role is voluntary, but reasonable expenses will be paid to the successful person to support travel to attend face to face Committee meetings.
